EURO 2012 is one of the first projects of the Foundation for Effective Governance.

Hosting EURO 2012 finals is a material step towards improving Ukraine’s international image and attracting significant foreign investment. Hosting the tournament requires huge investment mostly into infrastructure development: construction of roads, airports, hotels and stadiums. Such huge investment is an important stimulus for economic growth, and impact of the investment reaches far beyond the tournament period. Investment into infrastructure can encourage development of a number of sectors of Ukrainian economy after 2012. Therefore, a decision was made to concentrate on preparations of such a landmark event, namely to focus on high-quality planning and organization of the championship.

The project had two phases.

As Ukraine had had no experience in hosting such a tournament, the Foundation set itself an objective to attract international skilled experts to ensure due preparations for EURO 2012 based on the world’s best practices. In particular, the experts involved by the Foundation for the EURO 2012 project helped the National Agency * develop a preparation plan and a respective budget and form a well-organized structure to ensure effective management of the preparation process.

The second and most challenging phase in preparing the country to host EURO 2012 is construction and modernization of infrastructure assets that are to meet quite stringent UEFA requirements. Existing approval process for infrastructure construction in Ukraine lasts for two-plus years. With such duration of the approval process Ukraine runs a risk to miss the deadlines set by European Football Association.

In this regard experts of the Foundation and the National Agency consolidated efforts to develop a draft law On peculiarities of approval system in construction and reconstruction of priority projects for hosting EURO 2012 Finals in Ukraine.


The project has been completed.
