Kiev City State Administration has initiated the project on elaboration of Kiev City development strategy to 2025. To implement the project it established a consortium, which includes the Foundation for Effective Governance, the Boston Consulting Group (BCG), the Institute for Economics and Forecasting of the National Academy of Science of Ukraine (NANU), Demographic and Social Researches Institute of NANU, Razumkov Centre [the Ukrainian Centre for Economic and Political Studies], Scientific and Research Institute for Social and Economic Development of the City and Kiev City Planning Institute.

The Foundation for Effective Governance was invited to participate in producing the city development strategy as it has successful experience in development and implementation of regional and city economic development strategies in Ukraine, in particular in Donetsk and Dnepropetrovsk oblasts and the City of Lviv. The Foundation has committed to finance the project.

BCG was selected based on the tender held by the Foundation with participation of Kiev City State Administration among international consulting firms. BCG has an extensive expertise in the rollout of similar projects in different areas of city development all over the world: Western and Eastern Europe, North and South America, the Middle East, the CIS and Africa.

In addition the World bank in the name of Cities Alliance gave the grant to support this project.

The highest management body of the project is the Public Council, which includes representatives of local and central authorities, large and small businesses, international organizations, well-known Ukrainian experts, scientists, cultural and sports figures, representatives of youth organizations and mass media.

The project resulted in elaboration of Kiev City development strategy to 2025 presenting Kiev’s future outlook, priority areas of development, target values, the key initiatives to help the rollout of the project and the action plan.

Strategic recommendations were developed based on a thorough and comprehensive analysis of the current status of the city and the opinion of ordinary people and experts. The analysis was made by interviewing public opinion leaders who represent different areas of the city life. Preliminary results of the meetings with experts prove that they have unanimous view of the priority sectors and the city development challenges. In addition, to ensure comprehensive analysis the expert opinion will also reflect the wishes of the inhabitants and guests of the city regarding the outlook for Kiev development. Over 1,500 ordinary citizens are being interviewed for the survey now.
