In 2007 the Foundation in partnership with the leading national and international experts developed Ukraine’s Economic Development Agenda. The Agenda was presented in 2008 and provides a comprehensive vision of Ukraine’s economic development priorities for the next seven years. The Economic Development Agenda presents a complex program of reform required in the mid-term perspective to lay the foundation for long-term sustainable economic growth and improve the welfare of all Ukrainian citizens. The Agenda includes 23 areas of reform with the focus placed on creating the basic elements of a market economy, improving the overall business environment, and spurring development in the sectors that are the most vital for Ukraine’s economy.
The Foundation discussed the Economic Development Agenda with the leading national and international experts, politicians and representatives of business community and academic circles to determine the priority areas of reforms in Ukraine. Such priority areas include agriculture, land reform, economic legislation and tax and administrative reform. When selecting the priorities the Foundation and the experts were governed by two key criteria: importance of the transformations for the country as a whole and the possibility of implementing the transformations.
The key objective of the Foundation is to promote implementation of the reforms. For this reason each priority area is implemented on the basis of a separate plan of actions. Some reforms outlined by the Agenda are at some stage of implementation now. For example, one of the priority reforms includes improvement of the economic legislation. The Law on Joint Stock Companies (JSC) adopted by the Ukrainian parliament, the Verkhovna Rada, in autumn 2008 is an important step forward in this area. Ukraine’s parliament also passed the first reading of the Law on Private Public Partnership (PPP). The Foundation also cooperates with the Parliamentary Committee on Agricultural Policy and Land Relations. Together with the Committee the Foundation created a working group and developed a draft law on land market. The law is one of the key conditions for lifting of the moratorium on buying/selling farmland. At present the Foundation also helps develop the Law on Insolvent Debtor (aimed to make the bankruptcy procedure more efficient) and a number of other legislative initiatives, which could help simplify the regulations for business (cancellation of a number of licenses required for economic activity and simplifying the system of obtaining construction permits).
