Assisting the state authorities in developing and implementing economic reforms
During the first year of its establishment, the Foundation, in partnership with leading domestic and foreign experts, developed Ukraine’s Economic Development Agenda, which was presented to the public in April 2008. Our Agenda provides a systemic vision of Ukraine’s economic development priorities and is an integrated program of mid-term reforms needed for laying the foundation for long-term sustainable economic growth and improving the welfare of all Ukrainian citizens.
From October 2008 to March 2009 the Foundation developed anti-crisis actions for Ukraine’s strategically important economic sectors, in particular, for the metals and finance sectors.
The Foundation has been cooperating with Verkhovna Rada Committees and the government in developing and promoting draft laws aimed at improving the investment climate of the country, in particular:
• Draft Law on the Agricultural Land Market
• Draft Law on Public Private Partnership
• Draft Law on Self-Regulatory Organizations
• Agenda for lifting administrative barriers to doing business
• Draft Law on Reducing the Number of Licenses
• Draft Law on Restoring Debtor’s Solvency or Declaring It Bankrupt
• Draft Law on Joint-Stock Companies
Some of these draft laws have been approved by the Verkhovna Rada and are now in effect.
In 2010, Ukraine’s President-initiated Committee on Economic Reforms invited the Foundation to contribute to developing the economy-related chapters in the Economic Reforms Program 2010 – 2014. In the preparation stage, the Foundation assisted the task groups in developing economic reforms agendas that bring in the world’s best expertise in using a systemic approach to developing and implementing economic reforms. Currently, the Foundation continues to assist the state authorities in the further development, planning and implementation of specific reforms. This assistance includes also work on specific regulatory acts.
The main role of the Foundation in developing and implementing economic reform is to import high-quality content, the world’s best practices and expertise. To support the economic reform projects, the Foundation invites leading international consultancies, renowned experts and high-profile lawyers.
